Dr. Paramanathan Sandran, P.Eng., ACPE, is Director of Finance at Malaysia's Ministry of Investment, Trade and Industry (MITI) and a senior public sector leader with extensive experience in infrastructure policy, public-private partnerships (PPPs), and transport financing. Across key leadership roles in the Malaysian Government, including at the Ministry of Works and the Energy Commission, he has spearheaded strategic transformation and negotiated multi-billion-ringgit highway concession reforms.

A recognised expert in road user charging and Malaysia's Multi-Lane Free Flow (MLFF) initiative, he regularly contributes to regional dialogue on sustainable, technology-enabled transport and infrastructure development.
